  • Job Title: Project Controller II, III, IV

    Location: Remote / Hybrid (Los Alamos, NM)

    Job Type: Full-Time

    Clearance Requirement: Ability to obtain a DOE Q or L clearance

    Role Overview

    We are seeking a detail-oriented Project Controller to provide mission-critical support for capital asset projects governed by DOE Order 413.3B. In this role, you will be the backbone of the project’s performance measurement, ensuring that cost, schedule, and scope remain integrated and compliant with federal oversight requirements. You will work closely with Project Management and Control Account Managers (CAMs) to navigate the project through the Critical Decision (CD) gateway process.

    Key Responsibilities

    • EVMS Management: Develop and maintain a resource-loaded Integrated Master Schedule (IMS) and Cost Baseline in compliance with EIA-748 standards.

    • CD Gateway Support: Prepare documentation and performance data required for Critical Decision milestones (CD-0 through CD-4).

    • Reporting & Analysis: Generate monthly reports. Support CAMs analyze variances and provide actionable insights to project leadership.

    • Change Control: Support the baseline change process, ensuring all baseline changes are documented, approved, and integrated into the performance measurement baseline (PMB).

    • Audit Readiness: Support External Independent Reviews (EIR) and Independent Cost Estimates (ICE) conducted by the DOE Office of Project Management (PM).

    Required Qualifications

    • Education: Bachelor’s degree in Engineering, Business, Construction Management, or a related field.

    • Experience: PC IV will have 10+ years of experience, PC III will have 6+ years, and PC II will have 2+ years of previous project controls experience.

    • Technical Skills: * Expertise in Primavera P6 (Scheduling).

      • Proficiency in cost engines such as Deltek Cobra, Prism, or EcoSys.

      • Advanced Excel skills (Pivot tables, Power Query, complex formulas).

    • Compliance Knowledge: Understanding of the 32 EIA-748 EVMS Guidelines and the DOE Gold Card.

    Preferred Qualifications

    • Active: PMP, EVP, PSP, CEP, RMP, or similar certification.

    • Experience with DOE 413 projects.

    Role Overview

    Are you a technical leader who understands that successful projects are built on disciplined data? We are seeking a Control Account Manager (CAM) to take full ownership of the scope, schedule, and budget for critical work packages within a DOE Order 413.3B capital asset project. You will bridge the gap between technical execution and project controls, ensuring your team delivers on mission objectives while maintaining strict EIA-748 EVMS compliance.

    Key Responsibilities

    • Accountability: Serve as the primary point of contact for the assigned Control Account(s). You are responsible for the "Triple Constraint": Scope, Schedule, and Budget.

    • Technical Integration: Work with engineers and scientists to define the Work Breakdown Structure (WBS) and develop resource-loaded schedules in Primavera P6.

    • Performance Analysis: Conduct monthly Earned Value (EV) assessments. You will be responsible for calculating and explaining variances (SV and CV) and providing rigorous Corrective Action Plans (CAPs).

    • Variance Reporting: Write high-quality monthly Variance Analysis Reports (VARs) that clearly explain why a variance occurred, the impact on the total project, and the path to recovery.

    • Change Management: Initiate and defend Budget Change Proposals (BCPs) to ensure the Performance Measurement Baseline (PMB) accurately reflects the work being performed.

    • Audit Defense: Represent your technical area during DOE Integrated Baseline Reviews (IBR) and EVMS surveillance audits. You must be able to defend your status and forecasting logic to federal auditors.

    • Estimate at Completion (EAC): Maintain a realistic and defensible EAC for your accounts, ensuring that future resource needs are accurately projected.

    Required Qualifications

    • Education: Bachelor’s degree in Engineering, Science, or a technical field relevant to the project scope.

    • Experience: 4+ years of experience in technical project management, preferably within the DOE, DoD, or NASA complex.

    • EVMS Literacy: Demonstrated experience working within an ANSI/EIA-748 compliant Earned Value Management System.

    • Financial Acumen: Ability to interpret complex cost reports (e.g., CPR/IPMR/IPMDAR) and translate technical progress into earned value metrics (BCWP).

    • Communication: Exceptional ability to communicate technical status to non-technical stakeholders and federal oversight officials.

    Preferred Qualifications

    • Certification: PMP or a formal CAM training certification.

    • Software: Familiarity with Primavera P6.

    • DOE Specifics: Familiarity with DOE G 413.3-10A (Earned Value Management System Guide).

  • Project Risk Manager

    Location: Remote / Hybrid (Los Alamos, NM)

    Job Type: Full-Time

    Role Overview

    We are looking for a Project Risk Manager to lead the risk management program for high-visibility DOE capital asset projects. You will be responsible for identifying, quantifying, and managing threats and opportunities that could impact the project’s Performance Measurement Baseline (PMB). Your primary objective is to ensure that the project maintains adequate Cost and Schedule Contingency to meet DOE oversight requirements from CD-1 through CD-4.

    Key Responsibilities

    • Risk Lifecycle Management: Lead the identification, assessment, and prioritization of risks across all project phases. Maintain the Project Risk Register and ensure it is a "living document."

    • Quantitative Risk Analysis (QRA): Perform complex Monte Carlo simulations for both cost and schedule. Use these outputs to determine the 80% confidence level (P80​) for project completion.

    • Risk Mitigation Strategies: Work with Control Account Managers (CAMs) and Subject Matter Experts (SMEs) to develop actionable mitigation plans and track the effectiveness of those actions.

    • Contingency Management: Track the "burn rate" of contingency and management reserve (MR). Prepare reports for project management on how risks correlate to the remaining project budget.

    • Integration with EVMS: Ensure risk data aligns with the Integrated Master Schedule (IMS). Incorporate "Risk-Adjusted Schedules" to forecast realistic completion dates.

    • Review Support: Serve as the subject matter expert during External Independent Reviews (EIR) and Independent Cost Estimates (ICE) conducted by the DOE’s Office of Project Management.

    Required Qualifications

    • Education: Bachelor’s degree in Engineering, Mathematics, Finance, or a related field.

    • Experience: 6+ years of project experience with 2+ years of project management or risk management experience.

    • Software Mastery: Expert-level proficiency in

      • Experience with Deltek Acumen Risk, Safran Risk, or similar software.

      • Proficiency in Primavera P6.

    • Analytical Skills: Strong understanding of statistical modeling, probability distributions (Triangular, Beta, etc.), and sensitivity analysis (Tornado charts).

    Preferred Qualifications

    • Certification: PMI-RMP (Risk Management Professional) or AACE International Decision and Risk Management Professional (DRMP).

    • Communication: Ability to translate complex statistical data into clear, concise briefings for executive-level stakeholders and federal auditors.

    • DOE Expertise: Familiarity with the DOE Risk Management Guide (DOE G 413.3-7A).
